Overall meaning : Allah, Exalted be He, says: Among the signs bearing witness to Allah’s perfect attributes (such as His oneness and immense power) is that He sends forth winds bearing good news of what benefits you, such as rain, so that He might give you a taste of His grace and make you enjoy some of His favours, that ships might sail the seas by His command, that you might seek His bounty by gaining your livelihoods and that you might give thanks to your Lord for such blessings.
We sent messengers, before you, Muhammad, to their respective people, and they brought them clear signs testifying to their truthfulness. Then We destroyed those who disbelieved My signs and messengers and delivered the believers. It is incumbent upon Us to help and support the true believers.
It is Allah who sends forth the winds that stir up clouds, which He spreads about the sky as He pleases, and breaks them up into fragments so that you can see the rain issuing from their midst. When He makes the rain fall on whomever He wills of His slaves, they rejoice at it even though before He sent it down upon them they were in despair. See, then the effect of the rain that Allah sends down as a mercy towards His slaves: how He gives life to the earth after it has been lifeless?!
Allah, who resurrects the earth with rain after its death will assuredly resurrect the dead in the hereafter by His power; for He has power over all things. And if We send a destructive wind that damages their crops and their owners see them turn yellow and wither away after they have been green, they will persistently continue to disbelieve in their Lord and deny His favours!
Surely you, Muhammad, cannot make these unbelievers whose hearts are dead hear you and benefit from what you say to them, nor can you make the unbelievers whose ears Allah has made deaf to the truth in such a way as to benefit from what they hear if they turn away from it and stubbornly refuse to listen to, and reflect on it; nor can you guide out of error the unbelievers whose hearts Allah has blinded to the truth. You cannot make anyone hear the truth in such a way as to benefit from it except those who believe in Our signs bearing witness to Our oneness and power, and thus surrender themselves to Us and obey Our commands.
