Overall meaning : Allah, Exalted be He, says: Among the signs attesting to Allah’s perfect attributes (such as His greatness) is that He shows you lightning to strike terror and to give hope of rain, and He sends down rain from the sky with which He gives life to the earth after it has been lifeless. Surely there are signs in this for people who use their reason. Among the signs bearing witness to His oneness and power is that the heavens and earth stand firm by His command; then, in the end, when He calls you forth by one single call while you are dead underground, you will come forth alive from your graves on Resurrection Day.
To Allah alone belongs every being in the heavens and the earth; all are submissive to His will. It is He who creates all life out of nothing, and then brings it forth anew after its death. Although it seems that restoring the creation to life is easier than originating it out of nothing, they are both easy for Him. His are the most exalted attributes and the loftiest description in the heavens and the earth, and He is the All-Mighty who prevails over His creation, the All-Wise in His actions and words.
