Overall meaning : Allah, Exalted be He says: If you, Muhammad, want to recite the Qur’an, seek refuge in Allah from the evil of Satan, who has been expelled from Allah’s grace, by saying: A‛udhu billaahi min-ashshaytaan-ir-Rajeem (I seek refuge with Allah from Satan, who has been expelled from Allah’s mercy). Indeed, Satan has no authority or power over those who believe in Allah and His Messenger and place their trust in their Lord alone. His authority is only over those who obey and follow him and those associate partners with Allah and worship them besides Him.
