Overall meaning : The Almighty points out that the inhabitants of Madeenah and the Bedouins who dwelled around them should not have stayed behind when the Messenger of Allah, may Allah bless him and grant him peace, had gone forth to fight the Battle of Tabuk; nor should they have preferred their own lives to his by seeking ease and comfort when he had to suffer distress and hardship. That is because neither thirst, nor fatigue, nor extreme hunger in the way of Allah afflicts them, nor do they set foot on any land which enrages the unbelievers, nor inflict any loss or defeat on the enemy, but Allah records good deeds and rich rewards in their favour. Surely, Allah never lets the good deeds of those who do good go unrewarded.
Nor do they spend any amount, small or great, nor they do pass a valley during their campaign but the reward for all that is recorded for them, and Allah will surely repay them the best reward for what they have done.
