Overall meaning : Almighty Allah states that whoever commits evil or does something that makes him deserving of divine punishment, and then seeks Allah’s forgiveness for his wrongdoing will certainly find Allah All-Forgiving, All-Merciful; and that whoever deliberately commits a sin will alone bear its consequences. Allah is All-Knowing, All-Wise.
He further states that anyone who commits a sin intentionally or unintentionally and then throws the blame for it on an innocent person has indeed burdened himself for such an ugly deed with falsehood and a manifest sin.
Then, addressing His Prophet, Muhammad, may Allah bless him and grant him peace, He says that had it not been for His mercy and grace upon him by affording him proper protection, some of the treacherous people would certainly have plotted to lead him astray from the path of truth, stressing that in fact they will only lead themselves astray and that they will not be able to harm him in any way. He then reminds him of His grace and favour towards him when He revealed to him the Qur’an and the Sunnah and the ins and outs of the law, and taught him what He did not know before, pointing out that His favour to him is tremendous indeed.
