Overall meaning : The true believers are those who, when summoned so that Allah and His Messenger may arbitrate in their disputes, say, ‘We hear and obey.’ It is they who will attain success in this life and the life to come.
Those who obey Allah and His Messenger, fear Allah and His torment, by observing what He commands and avoiding what He forbids, will surely attain Allah’s good pleasure.
The hypocrites solemnly swear by Allah that if you, Prophet, command them to go forth to fight for Allah’s cause they will go forth with you. Say to them, ‘Do not swear to a falsehood. Your obedience is too well known to need an oath, for you never mean what you say. Allah is fully aware of what you do, and nothing is hidden from Him.’
Say, Prophet, to them, ‘Obey Allah and obey the Messenger; but if you turn away, know that the Messenger’s only task for which he is answerable is to convey Allah’s message, and your task is to obey him. If you obey him, you will be guided to the truth. The Messenger’s duty is to convey Allah’s message fully and clearly.’
