Overall meaning : Allah commands His believing servants to make ready against their unbelieving enemies whatever deterrent force they can, as well as well-trained war steeds, so that they may frighten and deter thereby the enemies of Allah, who are their enemies as well, and others besides them whom they do not know, but whom Allah knows. He states that He will reward them for whatever they spend in His cause and pay them their due in full on the Day of Judgement.
The Almighty then directs His Prophet, Muhammad, may Allah bless him and grant him peace, to make peace with the unbelieving fighting him if they incline to peace and to put his trust in Him, stating that He is All-Hearing, All-Knowing. If they seek only to deceive him by their show of peace, He informs him, then he should not fear them, for Allah is enough for him and He will surely protect him against them. It is He, he stresses, who has strengthened him with his help and with his companions who have accepted the faith and whose hearts He has brought together. If the Prophet, may Allah bless him and grant him peace, had given away all the riches of the earth to bring their hearts together by himself, he would not have been able to, but Allah did bring them together. Surely He is All-Mighty, All-Wise.
