Overall meaning : The Almighty states that the unbelievers spend their wealth to gain the upper hand over Muslims and to turn people away from the religion of Allah. They will spend it, but it will be a source of sorrow for them when it proves unavailing, and then they will be overcome. The unbelievers will be gathered in Hell to be punished there so that Allah may separate the good believers from the evil unbelievers. The believers will be in Paradise, while the unbelievers will be in Hell, and Allah will heap all the wicked unbelievers one upon another and then cast them into Hell. These are the ones who have suffered the greatest loss in this world and in the hereafter.
