Overall meaning : I swear by the sky which returns the rain again and again and by the earth which splits with the growth of plants that the Qur’an is a decisive word which distinguishes truth from falsehood. It is no joke to be taken lightly nor falsehood; rather, it is all truth and is full of seriousness. The unbelievers devise evil plans to refute the truth with their evil plots, but I, too, devise plans by giving them a respite or leading them, with the favours I bestow upon them, step by step to their ruin until I destroy them while they are still persisting in their falsehood; therefore, bear with these unbelievers for a while, Muhammad, and do not seek to hasten punishment for them!
