Section II: When to Perform the Arrival Circumambulation And When is it not Required?

Firstly: When to perform the arrival circumambulation
The time for the Arrival Circumambulation starts upon entering Mecca and ends when standing at `Arafah. This is the position of the majority: the Hanafis, Malikis, Shafi`is, and one position amongst Hanbalis. This is the chosen position of Ibn Qudamah and Ibn Taymiyyah. Ibn Rajab considered it correct.

Secondly: When is the arrival circumambulation not required?
The Arrival Circumambulation is not required from four categories of people:
1. A menstruating woman, and a woman experiencing post-partum bleeding takes the same ruling. This is true if bleeding lasts until the Day of `Arafah.
2. A Meccan. One from faraway lands takes the same ruling if they enter into ihram from Mecca. Ibn Rushd related consensus that a Meccan is only required to perform the Mass Circumambulation.
3. Those performing `umrah or tamattu` are not required to perform the Arrival Circumambulation. This is the position of the majority: the Hanafis, Malikis, and Shafi`is.
4. Those intending to go directly to `Arafah to stand are not required to perform the Arrival Circumambulation. This is the position of the majority: the Hanafis, Malikis, and Shafi`is.
